Charles Pierre Bertrand (1808-1865) was a lawyer, founder and editor of the Arkansas advocate (1830), the second newspaper in the territory; secretary, 1836 Arkansas Constitutional Convention; member Arkansas House of Representatives, 1840-41; 1844-49; mayor, City of Little Rock, 1855-56; president Memphis Telegraph Company, the first to bring its lines to Little Rock in 1860.
